Comment on a Test
Background
The INESSS invites citizens, patients, caregivers, users and healthcare professionals, as well as their associations and groups, to take part in the consultation on tests that will be subject to scientific evaluation.
The aim of this consultation is to gather information and issues arising from participants' specific knowledge or experience of a particular test, as part of the process of evaluating tests for introduction to the MSSS Répertoire québécois et système de mesure des procédures de biologie médicale.
It is important to stress that the information presented to the INESSS must be public. In fact, some of the information resulting from the consultation could be included in the recommendation made to the Ministry of Health and Social Services by the INESSS. Ultimately, this recommendation becomes public.
The consultation period lasts a total of 30 days for items newly added to the work plan for tests under evaluation. Contributions from individuals or groups must be sent to the DER following address biologie-medicale.genomique@inesss.qc.ca, before the end of the comment period for each item. Once the period has expired, the "deadline" box for comments will appear empty.
In order to ensure objectivity and credibility, the INESSS requests that all participants in this consultation declare their conflicts of interest. It is important to specify that a conflict of interest arises when a person finds himself in a situation where, objectively, his judgment in the context of a function is likely to be or appear to be influenced by other considerations, whether of a personal or financial nature, or related to his professional activities. A conflict of interest may be real, potential or apparent. Organizations may also have financial or reputational interests that conflict with their mission or mandate.
Examples of conflicts of interest include: personal benefits received from a manufacturer or organization with an interest in the INESSS evaluation (donations, gifts, promotional items, travel, services, shares, purchase options, etc.), activities funded by a manufacturer or organization with an interest in the INESSS evaluation (research or educational grants, consulting fees, participation in or organization of conferences, committees, salaries, etc.), affiliation or personal or business relationships with a manufacturer or other interest groups. Associations and groups must list the names of all companies or organizations that have provided resources (financial, human, material, or other services such as consulting, communication, representation, research, etc.).
Where applicable, we would like to point out that the statements made by participants will not be used to reject the information gathered during the consultation.
Whenever possible, the INESSS requests that comments be accompanied by supporting references.

The INESSS prefers to use one of the two questionnaires provided. These questionnaires present the possible repercussions of a test on a person's condition (e.g., impact of the disease, experience with currently available tests, experience with the care trajectory or test targeted by the consultation). Associations, whose members are both patients and clinicians, must make two separate submissions, one for the patient perspective (Association Questionnaire) and one for the clinician perspective (you can send your comments to biologie-medicale.genomique@inesss.qc.ca.).
